Changes to DLA, Disability Living Allowances
Following an earlier government consultation running from December 2010 to February 2011 to which Afasic responded the government is going ahead with its proposals to bring in a new benefit PIP (Personal Independence Payment) to replace DLA (Disability Living Allowance) for all working age people 16-64, with effect from 2013.

Thanks for highlighting this. What is your intial assessment of how this will impact young adults with SLCN? Does the second draft better reflect their needs, following Afasic’s input on the first draft, or is there no change, or worse?
The second draft is an improvement but long experience tells us that it is hard to predict what the outcomes will be in practice. What looks fine in theory can end up being interpreted and implemented in ways we had not anticipated. It does not help of course that there is so little understanding of SLCN especially among people working with adults.
It should also be borne in mind that not all young people with SLCN or a history of SLCN currently qualify for Disabiliy Living Allowance (DLA), which Personal Independence Payment (PIP) is replacing. We do not expect this to change when PIP is introduced.
